How much you want to spend has a lot with what you want to do with the site. Have you designed your pages yet? If so, that will give you something to use as a guide to find teh right web host who will be (a) reliable - little or no outtages; ( cost effective, and © responsive when you have a question or issue.

I go fairly cheap on hosting but it serves the purpose. Downtime will really drive away repeat visits, so I can't have that, but other than that my ad money is my own!

You can designate the money for something in particular - maybe for your business or something else that you might want to save up for.

I use 1and1 myself actually. I really love them myself, cheap, each hosting account includes 1 or more domains for Free, and they're currently having a sale on their packages right now, half off for the most part for 6 months. Switching from go-daddy myself, cheaper and they got some features that i really like.

If you want to check out some cheap hosting services, try this link:

HostPlanet

They have profiles on quite a few, including specs you would need to have at your fingertips before you pick.

I am looking for one that is inexpensive, and also can be used by someone who has little knowledge about designing a site. Hooray, templates!

My advice is not to go for cheap but for best and reliable, you know some one dont like to purchase any of your service if he/she knows that your site may gone offline for unspecified time and reason.

The price is not always an indication of reliability. You can get web hosting at some very low rates, but before you sign up with anybody, it pays to investigate them, get feedback from existing clients if you can, check and see what downtime they have experienced in the last five or so years. You may luck out and find one that has excellent service and support and still does not cost a lot.
