Sourcing for clients and freelancing

I recently started designing websites and i am about incorporating my business. I don't have any portfolio to add to my my website and besides, i have not been able to secure any reliable clients for myself. Can you guys give me tips on how to get clients and any ideas on how to go about freelancing.

I'd say that the easiest way is to create a portfolio.
