Is it worth it paying people to promote a website for you, like using a job forum and hiring people to post or create backlinks to your website. I have seen this done on different places and members getting paid for it, but don't really see those sites getting a permanent boost.

At a reasonable price, sure. Backlinks help increase your site's pagerank so the way I see it, the more the merrier. It might help boost traffic as well, especially if you have a really calling anchor text.
