Blog Carnivals

I've heard of blog carnivals before (essentially places that act like blog-centered Diggs) but don't know of many good ones to use. Has anyone else here used blog carnivals as a manner to promote their blogs? I know that the majority of them are free so they can be a great asset for PR without spending money.
